Overview:
The Accounts Receivable (AR) Manager is responsible for overseeing the reconciliations and collection of payments from clients and customers on behalf of the Clerk of Court and Board of County Commissioners within the Finance division. Keeping records of invoices, deposits, and all correspondence regarding payment collection.
This position will supervise a team of accountants to ensure timely and accurate invoicing, collections, and posting of customers’ billings and payments. Also, the handling of overdue payments according to Clerk and County policies. Negotiating with customers in cases when non-payment occurs.
Prepares operational policies and procedures for essential job functions within the department. Sets up objectives for the Accounts Receivable team that align with the Finance departments goals. Implements policies required by management. Preparing monthly feedback reports on payment collections.
Remaining informed of any legislative procedural training regarding debt collection. Training and mentoring of staff members in the department. Engaging and communicating with stakeholders on efficiencies and best practices.
STARTING SALARY WILL NOT EXCEED 10% OF THE BASE SALARY Manages the Accounts Receivable department on a day-to-day basis by reviewing and approving daily deposit, cashiering, and journal entries prepared by the AR staff. Assisting the staff as necessary with reporting, technology, system understanding, etc…
Coordinates with all external agencies regarding reconciliation of payments when discrepancies arise. Communicate with Clerk and Board management as needed for coding, discrepancies, research, timeliness, or new policy changes.
Prepares fund/account reconciliations and reviews reconciliations performed by AR staff. Discrepancies in accounts/funds are coordinated with both internal and external departments to resolve issues and prepares correcting entries for discrepancies as necessary.
Oversees the functions performed in the AR module to include billing, cashiering, & reporting within the financial accounting software. (EMS, Solid Waste, Retirees, Constitutional Officers, MIS, etc.)Responsible for the oversight of escrow payments and accounts, lease payments and schedules, NSF payments and reporting.
Prepares desktop procedures for all job processes to guide the staff in performing operational functions efficiently, accurately, and according to generally accepted accounting principles.
On an annual basis, assist in the preparation of reports for the external auditors. Responsible for identifying and recording all end of the year accruals for both the Board and the Clerk.
Assist the Assistant Finance Director with other duties as needed or assigned.
Graduation from an accredited college or university with a bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A minimum of five (5) years of progressively responsible professional accounting and administrative experience in accounting, banking, or finance, and two (2) years of supervisory experience.
Complete Background Check of Florida Crime Information Center (FCIC)/ National Crime Information Center (NCIC).
